Boost for vocational education

By ZUHRIN AZAM AHMAD
zuhrinazam@thestar.com.my

SYDNEY: Vocational education will be allocated a larger slice of the Education Ministry’s 2011 budget to revive interest in it, said Tan Sri Muhyiddin Yassin.
The Deputy Prime Minister said major adjustments would be made to the quantum of allocation.
“The allocation for vocational (education) is insufficient and I have directed the secretary-general to make major changes,” he told Malaysian journalists after visiting the TAFE Sydney Institute here yesterday.
Muhyiddin, who is also Education Minister, is on a five-day working visit to Sydney and Melbourne.

TAFE Sydney Institute is the largest and most prestigious technical and vocational learning centre in Australia with an average annual enrolment of 76,000 students.
Muhyiddin said the quantum for vocational education needed to be higher as a major revamp would be conducted.
“It (revamp) will take place soon because I am a bit impatient in terms of time as we have been overtaken by many developments in the industrial sector.
“We have to drastically transform these technical and vocational fields to produce sufficient skilled workers to meet the demand expected to be generated by sectors identified in the NEM (New Economic Model).
“This has to come within the next few months as I would like to see vocational studies become a very important component in our education system in the 10th Malaysia Plan,” he said.
Muhyiddin said the target was to increase the number of students taking up vocational studies two-fold once the revamp was implemented.
“Presently, only about 10% of our students take up vocational studies and this certainly cannot meet the need for skilled manpower.
“I am waiting for the comprehensive report by the Technical and Vocational Division and we will see how to move forward,” he said.
On his visit to the centre, Muhyiddin said Malaysia was keen to learn more from the 120-year-old institute on how to turn vocational education into an attractive and promising field.

Public Advised Not Jump To Conclusions On Assessment Format For Form Three

KUALA LUMPUR, Oct 10 (Bernama) -- The public should not jump to conclusions on the new assessment format for Form Three when the existing Penilaian Menengah Rendah (PMR) examination for that level is abolished in 2016, said Deputy Education Minister Datuk Dr Wee Ka Siong.

He said the Education Ministry would make a detailed announcement on the matter so that the people could understand more clearly how the new assessment will be done as it involved many technical aspects and would not be merely examination-oriented.

"As such, there is no need to be hasty in finding out how the new format will be. It (format) will be guided by the National Education Philosophy," he told reporters on the sidelines of the 57th MCA annual general meeting at Wisma MCA on Sunday.

Yesterday, Deputy Prime Minister Tan Sri Muhyiddin Yassin had announced that the PMR would be abolished and replaced with a school-based assessment system while the Ujian Pencapaian Sekolah Rendah (UPSR) for Primary Six would be continued albeit in a different format.

The new initiatives to replace the two national school examinations are scheduled to take effect in 2016.

Muhyiddin, who is also Education Minister, had said that the initiatives were being taken in line with demands by parents who did not want the schooling system to be too examination-oriented.

However, he said some time was needed to effect the changeover in order not to affect students currently in the existing system.

Meanwhile, speaking on the same matter, MIC president Datuk Seri S.Samy Vellu said more Tamil school pupils were expected to score 7A's in the UPSR following the decision by the Education Ministry to maintain the examination.

In thanking Muhyiddin for not doing away with the UPSR from the school's examination calendar, he said the decision came as a huge relief for many parents and students.

He said the MIC had opposed the move earlier to scrap the UPSR, and thanked Muhyiddin for taking into consideration the party's views.

"They (the students) can now concentrate in the UPSR knowing fully well that it will not be scrapped. In fact, the new format from 2016 would further encourage them to do even better,' he said in a statement here today.

The MIC president said the MIC through the Maju Institute of Educational Development (MIED) would continue to assist Tamil school students taking the UPSR through various initiatives including distributing UPSR module books.

He said the number of Tamil school students scoring 7A's in the UPSR had increased from 357 students in 2003 to 824 students last year.

"We are confident that the number will increase this year," said Samy Vellu, who is also the MIED chairman.
